AROUND THE COUNTRYCHANNAHON, IL.Trooper Clay Carns was struck and killed by a passing vehicle on I-55near Channahon, Illinois while removing debris from the roadway.CHANNAHON, IL. – Illinois StateTrooper Clay Carns was struckand killed Monday night on I-55in Will County while removingdebris from the roadway afterthe driver of a car on the highwayfailed move over.The accident occurred 14 yearsto the day after a similar accident,which killed Chicago FireLieutenant Scott Gillen, lead tothe creation of “Scott’s Law” inIllinois, requires all drivers tomove over when approaching anemergency vehicle or any vehiclewith its emergency or hazardlights activated. ​ ​About 9:42 p.m. Monday,Trooper Clay M. Carns pulledover to the right shoulder andactivated his emergency lightsafter he observed debris in a laneon southbound I-55 just north ofBlodgett Road near Channahon,the Illinois State Police said.Trooper Carns had exited hisvehicle and was standing in thelane with the debris when thedriver of a Chevrolet Silveradostruck him, ISP said.According to ISP, Carns wastaken to a nearby hospital wherehe succumbed to his injuries.The driver of the Chevrolet wasidentified as John Fleet, 69, ofWilmington, ISP said. Accordingto officials, Fleet was arrestedand charged with violatingScott’s Law, which is a Class 4Felony. Fleet was also issuedMultiple Vehicle code citations,ISP said.The violations however werenot detainable offenses, ISP said,and Fleet was released. Accordingto ISP, the crash remainsunder investigation.Carns, 35, had served as anofficer with ISP for 11 years, officialssaid, and was assigned toTroop 3. Carns is survived by hiswife, two children, parents andthree siblings, ISP said.“This is a sad day for the IllinoisState Police as we mourn thedeath of Trooper Clay M. Carnswho was killed while serving thepeople of Illinois and workingto keep our roadways safe,” ISPDirector Brendan F. Kelly said in aTROOPER CLAY CARNSstatement. “Please keep TrooperCarns, his family, loved ones, andhis ISP family in your thoughts,prayers, and hearts during thismost difficult time.”Trooper Carns had served withthe Illinois State Police for 11years.
