GUEST COMENTARY Doug Griffith Investigation into the “SL” Code The men and women of the Houston Police Department have been under more pressure to perform than ever before. With the current investigation into the “SL”code, many in the upper ranks have felt that they are being made to look incompetent due to the internal investigation that is taking place. Many of the questions lead you to believe that the Lieutenants and Commanders were derelict in their duties because of the use of this code that was developed in 2016. I believe that it is important to give some background to the realities of why this code was developed. In 2014, Justex completed a manpower study that encompassed all aspects of the department. Many studies only deal with the manpower, and its impact on the patrol function. This study went deep into the department and included investigations. In this study, they said that there are many types of cases that would have to go unworked because of the staffing levels that the department was at. It was obvious from the study that we were severely understaffed, and this was ten years ago. Today, we have almost 200 less officers than we did in 2014. This code was developed soon after 12 The Blues - May ‘24 this report to address cases that could not be worked. I have been banging the drum over manpower since I started at the Union and will continue to talk about how understaffed we are. We must start being honest with the public and let them know that we cannot continue to investigate every case that comes into our department. The reality is that we will be forced to actually stop running some calls for service. The department could clear out many of the calls for service for things like burglary of a motor vehicle, theft, criminal mischief, and the like with a simple memo in the call slip. There is also an ability to allow citizens to enter their own report and submit for a case number. Citizens understand that there are cases that will not be investigated but a report number is needed for insurance purposes. Explaining this to the public would have made most of the issues surrounding the unworked cases go away. No not HPD, not this administration. We must find someone to blame and hold them accountable. I say, alright, lets conduct a quick investigation. The Chief stated that he first heard about this in 2021 and advised his subordinates to have the code stopped immediately. Why was no investigation done then to see how this code found its way into Standard Operating Procedures? Why was there not an audit done to see how many and what type DOUG GRIFFITH, PRESIDENT, HPOU of cases were suspended with this code prior to 2021? Why was no follow up done to make sure the code was not still being used prior to media involvement? Since 2021, 4 supervisors have been disciplined for failure to supervise. Six Assistant Chiefs and a commander have been demoted or forced to retire for “supervisory issues”. General Order 200-08 #8 under Supervisory Conduct: “Supervisors who fail to take appropriate action when they ARE AWARE or should have been aware an employee was in violation of the law or department policy shall be held accountable.” The Chief’s own statements in his press conference show that he violated General Order 200-08, by failing to act until the media became involved. Makes one wonder how many more supervisors will be cited before the Chief himself is held accountable for SUPERVI- SORY CONDUCT.
